How much is reasonable to spend on a baby shower? Should the sister of the mom to be fit the entire bill?

It will be a somewhat tight fit, if everyone shows up and if anyone brings their children. It’s been suggested that we have two seperate parties. One on Saturday with my family and one on Sunday with his. I’d rather have everyone together, but I realize how small our home is. What are the chances that everyone will show up anyway?
Yes, we’ve all heard of RSVP, however some people aren’t very polite and don’t do this.

We don’t want to rent a place, that’s money that could be used towards our guests(food, etc.) or our new baby.
